Mary Frances (Wood) Skaggs, 80, of Shawneetown, Illinois, passed away on Wednesday, February 10, 2021, after battling cancer and other health problems. She was born in Junction on March 18, 1940, to the late Kelley and Melba (Graham) Wood. She retired from the Gallatin County Highway Department after forty-three years of service. Mary Frances was Shawneetown city clerk for twenty-six years. She is survived by her daughter, Tracie L Milligan (Lisa) of Pawleys Island, South Carolina; son, Troy W Milligan of Harrisburg; brother, David T. (Phyllis) Wood of Shawneetown; sister-in-law, Marla Wood of Carmi; brother-in-law, George B Wilson of Rineyville, Kentucky. She leaves behind four grandchildren, Heather Rae (Milligan) Lane of Crossville, Joseph (Heather D) Milligan of Ellery, Taylor (Ashton) Milligan of Graham, North Carolina, and Kinley Milligan of Grayville; five great grandchildren; Keath Bateman, Payton Howard, Ava Milligan, Jaxson Milligan, and Dawson Milligan. She is also survived by nephews and nieces, Tyrone K (Jessica) Wood of New Harmony, Indiana, David Seth (Jennifer) Wood of Sun Prairie, Wisconsin, Lacie J (JJ) McDonald of Shawneetown, Shay R.C. Wood of Newburgh, Indiana, Brenton Wilson of Rineyville, Kentucky, Mary Beth (Robert) Hogan of Monroe, Missouri, and George V. (Heather) Wood of Carmi. Mary Frances loved being around all the kids. She was full of life and enjoyed every day and if it was a bad one, she found a way to make made it good. She loved most of all to aggravate her great nieces and nephews Lillie, Lola, and Leena McDonald, and Savannah, Hudson and Bennett Wood. Rowan Wood joined the family December 2019 to young for Mary Frances to aggravate.
She was preceded in death by her parents Kelley and Melba (Graham) Wood, three brothers Kelley E Wood Jr. (infant), George R Wood and J. William E. “Bill” Wood, a sister Prudence Ann (Wood) Wilson, and a son, Harl Leon Milligan. Visitation for Mary Frances will be held on Tuesday, February 16th from 4 to 7 p.m. at Vickery Funeral Chapel in Shawneetown. Funeral service will be on Wednesday, February 17th at 11 a.m. at the funeral home with her brother David to officiate the service. Burial will be at Kanady Cemetery near Junction. Due to Covid-19, masks and social distancing are required.
